Legislative Watch (Anti-Family Bills)


The 14th Congress
The 14th Congress commenced on July 23, 2007 with 237 Congressmen/Congresswomen and 23 Senators.

Our watch list has been active since July 1 when our legislators began introducing their bills. The authors have changed, but the culture-of-death mentality remains the same: population control and contraception in the guise of reproductive health, women's rights, and responsible parenthood; euthanasia and assisted suicide included among patients' rights; and creation of homosexual rights to promote homosexual unions.

Here is the list of Anti-Life/Anti-Family Bills introduced by Congress, to the best of our knowledge, as of Aug. 31, 2007. Let us be vigilant so that none of these Bills will ever prosper.

Meanwhile, you may view our Position Papers and views on the Bills filed in the previous 13th Congress of 2004-2007, since most of these Bills are merely the same ones introduced by other authors before. 13th Congress Adjourns: Anti-Family Bills are Successfully Blocked;

3 Anti-Family Bills successfully blocked at Plenary, 1 Bill slips through House
Pro-life and pro-family Congressmen of the 13th Congress sustained the effective opposition against the three major anti-family House Bills (HB) in Plenary all throughout the three Regular Sessions of the 13th Congress from 2004-2007, including the Special Session convened on Feb. 19-20, 2007. Congress is now on recess and will convene only on June 4-8 after the May congressional elections.

Position Papers on the “Cayetano 21 Initiative” for “Reproductive Health” Bills
Last June 29, 2006, the Senate Committee on Health and Demography led by Senator Pia Cayetano conducted a hearing on 21 selected Senate Bills. ALFI opposed 6 of them in our Position Paper of June 29, 2006. We also opposed Senate Bill 1769 on Mandatory HIV Testing for Pregnant Mothers and Infants. On the other hand, we supported 3 other legislative proposals, Senate Bills 118, 1661 and 2016.

We also requested that 10 other Bills, including one pro-family Bill, be separated from what ALFI refers to as the “Cayetano 21 Initiative” since they are part of basic health care.

HB 3773 Responsible Parenthood and Population Management Act of 2005
HB 3773 is the Substitute Bill that consolidates the four Bills on Reproductive Health originally proposed by various authors in the 13th Congress. These 4 Bills were HB 2029 (Providing for Reproductive Health Structures), HB 16 (Creating a Reproductive Health and Population Management Council for the Implementation of an integrated Policy on Reproductive Health Relative to Sustainable Development and Population Management, and for Other Purposes), HB 2042 (Promulgating a Comprehensive Policy on Birth Control and Creating a Bureau of Population Management under the Dept. of Health and renaming the Dept. of Health as the Dept. of Health and Population Management) and HB 2550 (Promoting Responsible Parenthood by Providing Incentives to Couples/Individuals Who Practice Surgical Family Planning Methods and for Other Purposes).

HB 634 Anti-Discrimination Act
We attach our reasons for objecting to same-sex unions, these being opposed to our culture and our dignity, being anti-marriage and anti-family. In addition, if this provision is passed, persons with a homosexual orientation would be granted additional legal rights and thus compose a protected class.
