House Bill No. 5028 - “The Rights of Conscience Act of 2006.”

Dear Chairman Yapha:
We understand that the Committee on Health of the House of Representatives will be conducting another hearing on September 12, 2006 to consider again House Bill 5028, “The Rights of Conscience Act of 2006.”
We are enclosing our Position Paper dated May 23, 2006 in support of this Bill. In addition, may we suggest that Section 8 be revised as follows:
SEC. 8. Awareness Program. - There shall be established the “Awareness Program for “The Rights of Conscience Act of 2006” which shall distribute literature relative to the rights and civil remedies established under this Act. The Awareness Program shall be administered by the Secretary of the Department of Health. As part of this program, the Secretary shall issue pamphlets and other literature, and secure television, print and other advertisements in order to disseminate information relative to this Act. All private and public schools for medical services, such as but not limited to medicine, nursing, and pharmacy, shall also include in their academic curriculum on bioethics the teaching of the rights of health workers.”
