The 14th Congress commenced on July 23, 2007 with 237 Congressmen/Congresswomen and 23 Senators.
Our watchlist has been active since July 1 when our legislators began introducing their bills. The authors have changed, but the culture-of-death mentality remains the same: population control and contraception in the guise of reproductive health, women's rights, and responsible parenthood; euthanasia and assisted suicide included among patients' rights; and creation of homosexual rights to promote homosexual unions.

Pastoral Letter for Family Week, Sept. 23-30, 2007
ALFI is sharing with you the Pastoral Letter for Family Week, September 23-30, 2007, issued by Most Rev. Paciano B. Aniceto, the Chairman of the Catholic Bishops’ Conference of the Philippines-Episcopal Commission on Family and Life. The letter refers to the real meaning of responsible parenthood. It also says, “Legislation in public office has caused a tremendous danger to family life in the contentious congressional Bills that propose to legalize abortion, prostitution and divorce.”

Ateneo Withdraws Packard Foundation Tie-up for MBA Health
We received word on June 18, 2007 that the Ateneo Graduate School of Business has decided to withdraw its partnership with the David and Lucile Packard Foundation for an MBA-Health program on "Strategic Resource Population Management" starting SY 2007-2008.

For Fellowship Awards in Population Resource Management
In late May, we came across the Ateneo’s announcement of five Fellowship Awards to be granted for a new program of the Ateneo Graduate School of Business called the MBA-Health, Emphasis on Strategic Population Resource Management. The Program is funded by the David and Lucile Packard Foundation, recognized as a proponent of abortion rights.

Pro-life House Bill 5028 blocked in second Committee Hearing on Sept. 26, 2006
ALFI and Pro-Life Philippines were disappointed at the outcome of the second Committee on Health public hearing on House Bill 5028 or “The Rights of Conscience Act” on Sept. 26, 2006. Rather than focusing on the protection being granted all health practitioners through this Bill, and the respect for religious freedom, opposition from women’s groups centered on the restrictions the Bill would cause in providing birth control.

Pro-life House Bill 4643 moves forward with first Committee Hearing on Sept. 20, 2006
ALFI’s Head of Legislative Advocacy Atty. Dindo Garciano was a guest at the first Committee on Health public hearing on Sept. 20, 2006 on HB 4643, “The Anti-Abortive Drugs and Devices Act.” The Bill enforces the right to life of the unborn, as enshrined in our Constitution by regulating the use, production, sale, distribution or dispensation of abortive drugs, and prohibiting the use, production, sale, distribution or dispensation of abortive devices. The Bill defines the penalties for these crimes also.

Hearing of HB 5028 has been set to September 26
At the scheduled Committee on Health hearing of Sept. 12, 2006 on HB 5028, author Cong. Hermilando Mandanas agreed with the Committee Chairman to postpone discussions on the Bill to give way to other Bills. Pro-life and pro-family groups that were present were disappointed, but they promised to return when the hearing is rescheduled.
